CHILLICOTHE, Ohio — A Chillicothe man who was released from jail on his own recognizance following a September domestic menacing charge is back behind bars after being arrested on new domestic violence and unlawful restraint charges.
According to Chillicothe Municipal Court records, Steven Anthony Echard Jr., 35, was charged with domestic menacing, a fourth-degree misdemeanor, following an incident dated September 20, 2026.
Court records show that Echard appeared for arraignment on September 21, where he entered a plea of not guilty. He was subsequently released on an own-recognizance (OR) bond, meaning he was not required to post monetary bail. His release conditions included having no contact with the alleged victim or the listed address and refraining from drugs and alcohol.
However, just over two weeks after his release, Echard was arrested again.
According to the Miami Valley Jails inmate database, Echard was booked into the Ross County Jail on October 7, 2026, at approximately 9:24 a.m.
The latest booking lists two new charges: domestic violence and unlawful restraint, both first-degree misdemeanors.
Jail records indicate that Echard is currently being held on a $35,000 cash or surety bond associated with the domestic violence charge. The unlawful restraint charge is listed with a cash or surety hold.
It remains unclear whether the October charges involve the same alleged victim from the September case or whether the incidents are connected.
The circumstances surrounding the latest arrest have not yet been detailed in the records reviewed.
Echard remains in custody according to the jail database updated October 8.
