A Chillicothe woman was booked into the Ross County Jail after police say she ran from officers with a German Shepherd, repeatedly ordered the dog to flee and resisted as officers attempted to place her in handcuffs.
According to a Chillicothe Police Department report, officers were dispatched to Cheyenne Drive on July 11 after receiving a complaint that Kayleigh Cottrill, 22, had entered a residence and taken a German Shepherd. Police were also advised that Cottrill had previously been barred from the property.
An officer reported locating Cottrill walking the dog on a leash between two residences. When asked whether she was Kayleigh Cottrill, police say she initially denied it and continued walking away.
According to the report, officers followed her and attempted to speak with her about the investigation. Police say Cottrill eventually identified herself and stated she was at her mother’s residence to retrieve her dog and other belongings.
The report states that after officers advised Cottrill of her Miranda rights, she began moving away with the dog and then took off running. Police allege she ignored repeated commands to stop while yelling at the dog to flee.
Officers chased Cottrill on foot before catching up to her in a yard. During the pursuit, police say Cottrill attempted to get the dog away from officers and continued ordering it to run. An officer reported that the dog snapped at him when he placed his hand near it, prompting him to deploy his baton at the dog.
Police say an officer then grabbed Cottrill by the upper body and tackled her to the ground. According to the report, Cottrill continued pulling her arms underneath her body and resisted officers’ attempts to place her in handcuffs.
Officers eventually secured Cottrill in double-locked handcuffs and escorted her to a patrol vehicle. Police say she continued screaming and pulling away until she was placed inside the cruiser.
The complainant later told police that Cottrill had been texting throughout the night and had been told not to come to the residence. She alleged Cottrill followed her inside the home and took the dog along with other belongings. The complainant declined to provide a written statement or pursue additional charges at that time.
Cottrill was booked into the Ross County Jail on charges of obstructing official business and resisting arrest, both second-degree misdemeanors. Jail records listed a $1,000 bond.
All charges are allegations, and Cottrill is presumed innocent unless proven guilty in court.
