CHILLICOTHE, Ohio — Chillicothe residents will get their first large public session on plans for a high-performance computing campus and related industry at the former paper mill on Tuesday, Sept. 8.
The review meeting starts at 6 p.m. in the Chillicothe High School auditorium. Organizers listed the middle school entrance at 381 Yoctangee Blvd. Council members Jeff Creed, Dan DeMint, Richard McQuirt, and Greg McKeever called the session. Council has said the meeting will be video recorded.
The announced agenda includes introductions, a presentation by Alignment Engine with questions about the facility and site improvements, and discussion of possible changes to the city’s Unified Development Code tied to a data center moratorium.
U.S. Paper Mill Company LLC, an affiliate of U.S. Medical Glove Company, bought the former Pixelle Specialty Solutions plant in October 2025 after papermaking ended in August 2025. Company and chamber announcements have described glove manufacturing already underway, plus later partnerships that include Amphibian Aerospace Industries, U.S. Box Company, and a planned high-performance computing campus. A July 2026 announcement described that computing project as an anticipated $1.5 billion investment.
City officials and residents have asked for more detail on water, power, land use, and how much of the 462-acre campus would be computing infrastructure versus manufacturing.
On Aug. 24, Chillicothe City Council passed a 60-day moratorium on approvals for auxiliary and large-scale data centers. That pause runs through Oct. 23. Tuesday’s code discussion is tied to that ordinance.
Hopewell Heritage Headlines reported Saturday that 3rd Ward Councilman Gunner Barnes walked out of a planned Friday tour after being asked to sign a nondisclosure agreement. U.S. Paper Mill Company LLC later sent a written apology, called the request a security mistake, and said elected officials are not required to sign an NDA to visit. Barnes said he will attend Tuesday’s meeting and ask questions. Regular City Council meetings remain at 7 p.m. on the second and fourth Mondays in Council Chambers at City Hall, 26 S. Paint Street. Tuesday’s session is a separate review meeting at the high school.
