Chillicothe City Council to Consider Park Speed Limits, Drug Response Funding, and Engineering Expenses

CHILLICOTHE, Ohio — Chillicothe City Council is scheduled to meet Monday, October 12, 2026, at 7 p.m., with several pieces of legislation on the agenda, including a proposed speed limit for city parks, funding for drug abuse response efforts, and adjustments to city spending.

One proposal receiving its second reading would establish a 10-mile-per-hour speed limit on vehicular roadways within Chillicothe City Parks. The ordinance would amend Section 333.03 of the city’s codified ordinances.

Council will also hold a third reading on legislation accepting and appropriating $61,000 awarded through the Ohio Attorney General’s Drug Abuse Response Team (DART) grant program.

Additional legislation includes a resolution authorizing annual transfers between the city’s Transit Fund and Transit Reserve Fund as needed.

Two new ordinances are scheduled for their first readings.

The first would appropriate $6,000 to replace a data collector device and associated software. The legislation also includes an emergency declaration.

The second would reallocate $40,000 from the Engineering Department Head Salary account to outside engineering contracts, allowing the city to fund contracted engineering services. This proposal also includes an emergency declaration.

Both measures would involve adjustments to city finances, with the engineering proposal transferring existing funds rather than identifying new spending.

The meeting will take place at 26 South Paint Street in Chillicothe.

All five legislative items are scheduled for consideration, and the agenda does not establish that any of the proposed measures have received final approval.

The proposed 10 mph speed limit and the allocation of drug response funding are among the items residents may wish to follow as council considers the legislation.
