CHILLICOTHE MAN ARRESTED AFTER FOOT PURSUIT, DRUG PARAPHERNALIA RECOVERED

CHILLICOTHE, OH — A Chillicothe man is facing multiple charges following a late-night foot pursuit and arrest involving officers with the Chillicothe Police Department.

According to police reports, officers were on patrol near South Douglas Avenue and Washington Avenue on April 23, 2026, when they observed two males riding bicycles. One of the individuals was identified as Raymond Parker, who officers recognized as having an active warrant.

When officers attempted to make contact, Parker fled on foot, running behind a residence on Washington Avenue. Officers pursued him into the backyard area, where he ignored commands to stop and attempted to flee over a fence. He was ultimately apprehended after being taken to the ground.

During a search incident to arrest, officers reported locating a plastic straw with residue, a knotted plastic bag containing a substance, and a piece of tin foil with burn residue. When asked, Parker reportedly stated the substance was “ice,” commonly associated with methamphetamine.

Parker was transported to the Ross County Jail and booked on the following charges:

  • Obstructing Official Business (M2)
  • Drug Paraphernalia (M4)
  • Theft Without Consent (Warrant)
  • Possession of Drugs (pending lab results)

Authorities indicated the suspected substance will be sent to the Bureau of Criminal Investigation (BCI) for confirmation, and additional charges may be filed depending on the results.

Parker is scheduled to appear in Chillicothe Municipal Court.

All subjects are presumed innocent until proven guilty in a court of law.
