18-Year-Old Noah Otis Chapman Arrested in Highland County After Blood and Broken Windows Found at State Route 138 Property

Highland County, Ohio – On August 18, 2026, at approximately 11:40 a.m., the Highland County Sheriff’s Office received a 911 emergency call from a contractor working at a property in the 2400 block of State Route 138.

According to a statement released by the Highland County Sheriff’s Office, the caller reported discovering broken windows and a significant amount of blood visible on the property upon arriving at the job site. Following dispatch instructions, the contractor remained outside and did not enter the home.

Deputies and detectives responded immediately to the scene and initiated a criminal investigation. The office reported significant damage to the home. While processing the scene for evidence, investigators discovered that the suspect had left behind personal items.

Using evidence collected at the scene along with video surveillance footage, detectives identified the suspect as Noah Otis Chapman, 18. Chapman was located at his residence shortly thereafter, arrested, and taken to the Highland County Justice Center.

The Highland County Sheriff’s Office released a photograph of Chapman in connection with the announcement. Specific charges have not been detailed in the available statement from the office.
