Scioto County Grand Jury Returns 13 Indictments

PORTSMOUTH, Ohio. Prosecutor Shane A. Tieman said the September grand jury met Oct. 2 and returned 13 indictments. An indictment is a charge. It is not a conviction.

The heaviest case is Glenn Flory, 60, address not listed: attempted murder, three counts of aggravated arson, and arson. A court docket shows a superseding indictment filed Oct. 6 in a case tied to an Oct. 11, 2025, house fire on Walnut Street. A hearing on that indictment is set for Oct. 28 at 8:30 a.m. Flory has also had competency proceedings in the case. None of that is a finding of guilt.

The other 12, as released by the prosecutor:

Kaylyn Hammonds, 29, Portsmouth, two counts of felonious assault. Charles Clark, 41, Portsmouth, cocaine, heroin and fentanyl trafficking and possession counts, a hidden-compartment charge, and aggravated drug counts. Jonathan Parker, 52, Portsmouth, possession of cocaine. Thaddeus Munion, 33, Portsmouth, possession of cocaine. Matthew Clark, 39, Portsmouth, aggravated possession of drugs. Roger Jones, 71, Portsmouth, three trafficking counts and three possession counts for a fentanyl-related compound, plus possessing criminal tools. Tyler Yantis, 27, and Adam Conn, 42, addresses not listed, insurance fraud and grand theft. Dylan Jordan, 30, Ironton, possession of cocaine and OVI. Cameron Cosby, 33, Portsmouth, possession of cocaine. Timothy Stoops, 40, Portsmouth, possession of a fentanyl-related compound and possessing criminal tools. Scott Slagel, 54, Minford, intimidation.
