CHILLICOTHE, Ohio — A Kentucky fugitive wanted on multiple serious charges was located and taken into custody Friday following a warrant investigation on Cedar Street, according to the Chillicothe Police Department.
Officers responded to the 500 block of Cedar Street on March 27, 2026, in an attempt to locate Matthew Michael David Green, 36, who was found to have active arrest warrants out of Kentucky. Authorities confirmed the warrants were related to rape charges issued through courts in Boyle County and Danville, Kentucky.
During the investigation, officers made contact at a residence on Cedar Street where Green was believed to be staying. A resident, identified as Amy Mead, 58, confirmed Green was known to her and associated with the home. Officers were granted consent to search the basement area where Green was believed to be located.
While searching the basement, officers encountered a locked room. After multiple attempts to access the room, the door was eventually opened, revealing Green hiding behind a furnace. He was taken into custody without incident.
Also inside the residence was Evan Alexander Graves, 33, who was found to have repeatedly interfered with officers attempting to locate Green. According to the report, Graves attempted to conceal Green’s presence and hinder officers by shutting and locking the door to the room.
Graves was arrested and charged with obstructing justice, while Green was taken into custody on his outstanding warrants and charged as a fugitive from justice (two counts).
Both individuals were transported to the Ross County Jail. Green is being held pending extradition to Kentucky, while Graves faces charges related to his interference in the investigation.
Officers involved in the incident included Sgt. Micah Shanks, Officer Donald Arbogast, and Officer Abigail Tomlinson.
As with all cases, all individuals are presumed innocent until proven guilty in a court of law.
