A Chillicothe man is now serving a lengthy prison sentence following multiple felony convictions stemming from drug-related offenses and weapons violations.
According to records from the Ohio Department of Rehabilitation and Correction, Charles Horsley (DOB: October 30, 1990) is currently incarcerated at the Belmont Correctional Institution after being admitted on December 18, 2025.
Court records show Horsley was convicted in Ross County Common Pleas Court under Judge Matthew S. Schmidt in connection with several charges, including:
Possession of Drugs (First-Degree Felony) – carrying a mandatory minimum of 7 years Multiple additional drug possession charges ranging from fourth- and fifth-degree felonies Weapons Under Disability (Third-Degree Felony) Sale of Counterfeit Drugs (Fifth-Degree Felony)
Many of the lesser charges were ordered to be served concurrently, meaning they will be served at the same time as the more serious offense.
In total, Horsley received an aggregate prison sentence of 7 to 10.5 years under Ohio’s Reagan Tokes sentencing structure.
He was credited with 32 days of jail time already served.
According to ODRC records, Horsley’s expected parole eligibility date is November 13, 2032.
He remains incarcerated as of this report.
