The counter does motor-vehicle titles, duplicate titles, watercraft, and mobile-home transfers. Ohio lets you title in any county, so a Scioto seller is not trapped if the buyer lives in Pike. What the counter will not skip is identification. A photo ID, driver’s license, or other BMV-accepted ID is required for every owner on the title.
A duplicate is the errand when the original was lost, stolen, or burned. Bring the ID, the vehicle information you have, and whatever the clerk’s duplicate form asks for. A bill of sale does not replace a title on a casual sale. A notarized power of attorney is the path if an owner cannot stand at the window. The clerk posts those forms on sciotoclerk.com, including a surviving-spouse form and a transfer-on-death form. Estates get slower when nobody looks at those before the funeral week.
Plates and driver’s licenses are still the BMV. People lose an hour in Room 210 asking for a sticker.
If the title is in a lienholder’s name, the bank has the paper, not the glove box. A duplicate will not wipe a lien.
Go to Room 210 with every owner’s ID. Leave the plate renewal for the deputy registrar down the street.
