Warren County Man Arrested on Warrant, Faces Charge Tied to Sex Offender Registration Requirements

A Warren County man was arrested in Chillicothe this week on an outstanding warrant and booked into the Ross County Jail on a charge involving registration requirements under Ohio law.

According to Ross County Jail records, 20-year-old Brandon Joseph Staggs was arrested by the Chillicothe Police Department on June 12 and booked into the jail later that afternoon. Jail records list the charge as Failure to Provide Change of Address Notification and indicate the arrest was made on a warrant.

Public court records show Staggs was previously convicted in Warren County Common Pleas Court of a felony failure-to-register offense. In April 2025, he entered a guilty plea and was sentenced to community control.

The failure-to-register conviction falls under Ohio’s sex offender registration laws, which require certain individuals to keep authorities informed of changes to their address and other required information. However, court records reviewed by Hopewell Heritage Headlines did not identify the underlying offense that created the registration requirement, and it was not immediately possible to determine whether Staggs is currently listed on a public registry.

Court records further show multiple probation violation proceedings and warrants have been filed in the Warren County case since the original conviction, resulting in several court appearances over the past year.

It was not immediately clear whether the warrant that led to Staggs’ arrest in Ross County was connected to the Warren County case. Records do show, however, that the Warren County matter remains active.

As of Saturday, Staggs remained incarcerated in the Ross County Jail awaiting further court proceedings.

All defendants are presumed innocent unless proven guilty in a court of law.
