The bill from the Ross County Treasurer is not one tax. It is the school district, the county, the township or the city, and every levy still on the books, added up on one parcel. The number people argue about is usually the value or a levy. Neither one is fixed by the treasurer.
Start with the parcel number and the address. They should match the house you own. Then read the value and the district lines. The auditor keeps the value. The treasurer collects the half that is due. A school board does not set the appraised number on your card. Calling the school to complain about an appraisal is the wrong desk.
If the bill jumped, the usual reasons are a reappraisal, a new or replacement levy, or a change in the credits on the account. Ohio does not let every voted mill ride up automatically when values rise. Reduction factors exist so a value increase is not a matching tax increase on the same levy. That is why a neighbor can say the levy was not a tax hike and the bill still moved. Look at which line changed before you pick a side.
Two credits get confused. The owner-occupancy reduction is for people who live in the house. The homestead exemption is the age or disability reduction, filed with the auditor on DTE 105A, with an income test for newer applicants. One can be on the bill without the other. An approved exemption that is missing is an auditor correction. A levy voters passed is not.
Compare the half due on the bill to the full year only if you mean to. People set the bill next to the auditor’s annual figure and think they have been doubled. They have been billed for the half.
What a phone call can fix: wrong owner, a torn-down building still on the card, a credit that was granted and not applied. What it cannot fix: a levy that passed, or a value that survived the complaint window.
Bottom line: parcel, value, then the district lines. Value errors start at the auditor. A passed levy is the ballot, and it will still be there next year.
