Those acts constituted a violation of board rules prohibiting sexual misconduct and a departure from the minimal standards of care of similar practitioners. The order took effect in May 2026.
Separate board actions in the broader Columbus and Franklin County area included a summary suspension for Justin Lee Luckett, a massage therapist from Canal Winchester. The board determined there was clear and convincing evidence of sexual misconduct with two patients, presenting an immediate danger of serious harm to the public. A notice of opportunity for hearing accompanied the suspension.
Michael H. Joseph, M.D., of Dublin received an indefinite suspension of at least 180 days, a permanent restriction on prescribing Schedule II and III controlled substances, and a $5,000 fine. The board found inappropriate prescribing, inadequate monitoring, and incomplete documentation involving nine patients.
