CIRCLEVILLE, Ohio. Circleville police took a fraud complaint on Victor Drive on Sept. 10 after two residents accused the same hired worker of taking money for home work that was not finished, according to a department report. The released copy does not name the worker, either resident, or any arrest. The case is listed as open.
Officers were sent to Victor Drive at about 10:07 a.m. on a fraud complaint. A resident told the patrol officer that the worker agreed on Nov. 6, 2025, to complete brickwork. She said she was quoted $3,000 for materials and labor, and $0.95 per brick, and that she ordered 575 bricks. She told police she believed the worker ordered only 525 bricks and charged an extra $1 for each brick. The officer advised her that dispute is civil.
While the officer was there, a neighbor described a separate job at her own residence. She said the worker agreed to install a front door and that she gave him $3,800 to buy it at Lowe’s. She said he bought a door, later told her it did not fit, returned it to Lowe’s, and kept the $3,800. She said she did not get the money back.
The neighbor gave police text messages with the worker. In those messages, the report says, she asked when he was going to come finish the job. She did not directly ask him to return the door or the money.
The officer told her to contact the worker, tell him to return the door or the money, and give him a deadline. The officer said that if he did not do so, she should contact police again and charges would be filed if applicable.
The released report redacts the worker and both residents. It does not say anyone was cited, charged, or taken into custody. The brick dispute is recorded as a civil matter. The door claim is recorded as an allegation, with any charge depending on a later demand and on whether charges apply.
Allegations in a police report are not findings of guilt. Ohio law treats a payment dispute over unfinished work differently from a claim that money was kept after goods were returned. This filing does not resolve either question.
