CHILLICOTHE, Ohio. Billy Joe Greeno is in the Ross County Jail again.
Deputies arrested him at 8:38 p.m. Thursday after a trespass complaint at the homeless shelter on Eastern Avenue. He was booked at 8:59 p.m. The sheriff’s custody roster, updated Friday, still lists him in custody.
The charge is criminal trespass, a fourth-degree misdemeanor. The roster lists the status as a charge, not a conviction. Bond is 10 percent of $500.
A sheriff’s initial report on the call says Deputy Joshua O’Bomsawin was sent at 8:17 p.m. to the homeless shelter on Eastern Avenue. That is the Ross County Community Action shelter at 804 Eastern Ave. The narrative excerpt in hand stops at the dispatch. Booking number IN202602068 matches the arrest. Greeno’s date of birth on the roster is Feb. 8, 1963. He is 63. Circleville police have previously listed him as homeless.
An arrest is not a conviction. He is presumed innocent of this charge unless a court finds otherwise.
This is the short version of a longer loop. A $30 walkout on Sept. 10. A warrant arrest in Chillicothe on Sept. 15, then a handoff to Circleville police. Seventeen days later, a shelter trespass booking in Ross County. The records in hand do not show a sentence, a treatment order, or a housing placement that held.
Arrests and complaints in the last five years
Not a full history. These are the ones that show up in police reports and the jail roster.
Jan. 28, 2022. Circleville Police officers found Greeno passed out in a station restroom stall and arrested him.
April 28, 2022. Circleville police arrested him after a caller reported a man lighting a piece of carpet on fire near South Washington Street, then walking toward the tracks. He was 59. Charges were arson and assault. He pleaded not guilty.
April 9–10, 2024. Circleville police took a menacing complaint at 151 E. Franklin St. A victim said Greeno used racial slurs and made a remark about hanging him. Officers arrested him the next morning in front of Memorial Hall on menacing and ethnic intimidation.
Sept. 10, 2026. Circleville police took a theft report. Greeno got a haircut and beard shave, was told the bill was $30, said “Grandpa will pay it,” and left through an alley. He was not found. Police said a warrant would be sought under Ohio Revised Code 2913.02. Heritage Headlines reported that complaint on Sept. 14.
Sept. 15, 2026. Chillicothe police spotted him about 9:05 p.m. near East Water Street and North Bridge Street, confirmed the Pickaway County warrant, and arrested him without incident. Officers drove him to the county line and turned him over to Circleville police.
Oct. 2, 2026. Ross County arrest at 8:38 p.m. after the Eastern Avenue shelter call. Booked at 8:59 p.m. Charge: criminal trespass, fourth-degree misdemeanor. Bond: 10 percent of $500. Still in custody as of the Friday roster update.
Under Ohio law, a standard criminal trespass charge is a fourth-degree misdemeanor. The ceiling is 30 days in jail and a $250 fine. Those are statutory maximums, not a sentence in this case.
