CHILLICOTHE, Ohio — A domestic dispute at a Chillicothe gas station ended with the arrest of a 26-year-old man who police say was wanted out of Amarillo, Texas on a felony arson warrant.
According to a Chillicothe Police Department report, officers were dispatched to the BP gas station on Safford Avenue on August 16 after receiving a report of a custody-related dispute involving Joseph Carlen Winn, 26.
Police said the dispute centered around Winn allegedly refusing to return children to their mother at an agreed-upon time because of a court document. During the argument, the woman told officers that Winn allegedly displayed a handgun and pointed it at her while making a threatening statement.
Officers later located Winn driving on Orange Street and conducted a traffic stop. During the stop, police learned Winn had an active felony warrant out of Amarillo, Texas, for arson, with the report describing it as a full-extradition warrant.
Police also located a Springfield Armory XD .40-caliber handgun and a loaded magazine inside the vehicle. According to the report, Winn told officers the firearm was located beneath the passenger seat. Police later checked Winn’s criminal history and reported finding no prior convictions that would prohibit him from possessing a firearm.
Winn was taken into custody and transported to the Ross County Jail on the Texas warrant.
The Chillicothe Police report lists Winn as an offender in connection with aggravated menacing and domestic violence, in addition to the fugitive-from-justice matter. The report indicates officers were also seeking surveillance footage from the gas station as part of the investigation into the alleged threat involving the firearm.
The allegations contained in the police report have not been proven in court.
