ROSS COUNTY, Ohio — A Chillicothe-area man arrested following an encounter with a Ross County sheriff’s deputy while riding a bicycle on Massieville Road has been found guilty on both charges stemming from the August incident.
Hopewell Heritage Headlines previously reported that Zachary L. Carl, 47, was taken into custody following an August 25 encounter near 2153 Massieville Road. According to the initial sheriff’s office narrative, Deputy Jacob JoHansen made contact with Carl while he was riding a bicycle. The encounter ultimately resulted in Carl’s arrest.
Carl was subsequently charged with obstructing official business, a second-degree misdemeanor under Ohio Revised Code 2921.31, along with a minor misdemeanor violation related to operating a bicycle on the roadway under ORC 4511.55.
At the time of the original report, publicly available records did not provide additional details about what occurred during the encounter or what actions led to the obstructing charge.
Court records now show both cases proceeded to a court trial on September 29 in Chillicothe Municipal Court. Carl, who represented himself, pleaded not guilty to the charges.
Following the trial, Carl was found guilty of both offenses.
In the obstructing official business case, court records show Carl was assessed a $100 fine and $165 in court costs. The docket also lists a 90-day jail sentence with one day suspended, along with jail credit.
In the separate bicycle-related case, Carl was also found guilty following his not-guilty plea. Court records list $110 in costs associated with that case.
The convictions bring the two municipal court cases stemming from the August 25 encounter to a resolution following Carl’s decision to contest the charges at trial.
