CHILLICOTHE, Ohio — A welfare check at Poland Park led to the arrest of a woman found allegedly under the influence and in possession of suspected drugs, according to a report from the Chillicothe Police Department.
Officers were dispatched on March 21, 2026, to the area of South Hickory Street and Burbridge Street (Poland Park) after receiving a report of a female lying on the basketball courts for an extended period of time.
Upon arrival, officers located the woman, later identified as Theresa Cutlip, lying on the court. According to the report, she appeared lethargic, with droopy eyelids and slurred speech, and was described as repeatedly “on the nod.”
Officers also observed a nearby vehicle with its windows down and trunk open, along with various items scattered around the area, including trash bags and miscellaneous belongings.
During the investigation, officers requested consent to search Cutlip’s belongings. The report states that suspected pills, including blue tablets believed to be Klonopin, were located. Additional suspected substances were later discovered during the booking process at the Ross County Jail, including capsules and an unknown white substance.
Cutlip was taken into custody and charged with disorderly conduct (intoxication creating risk of harm) and possession of drugs.
She was transported to the Ross County Jail and later issued a summons for court. Authorities noted that evidence collected during the incident will be submitted for further analysis.
No injuries were reported, and no force was used during the incident.
