CHILLICOTHE, Ohio: A court-ordered child custody exchange outside the Ross County Law Enforcement Center on Tuesday afternoon ended in fights, pepper spray, an arrest and a summons, according to a Chillicothe Police Department report.
The report says an officer was standing by at the center Tuesday afternoon to oversee the transfer of a young child under a juvenile court order. Members of one party began shouting across the grounds at the other party, and the officer warned the group that the behavior would lead to disorderly conduct citations, the report says.
According to the report, a woman who arrived during the exchange aggressively confronted the child’s mother and was placed in handcuffs for persisting disorderly conduct. A fight then broke out between the mother and another woman, the officer sprayed both of them and placed the mother in handcuffs, and a man who arrived during the exchange attacked a member of the other party, the report says.
Troopers with the Ohio State Highway Patrol and corrections officers from the Ross County Jail helped secure the scene, and Chillicothe Fire Department medics treated the mother for pepper spray exposure, according to the report.
