A West Virginia man is currently listed on the Ross County sex offender registry following a conviction in Belmont County involving unlawful sexual conduct with a minor.
Registry records identify Cayceallen Scott Schneider, originally from Wheeling, West Virginia, as a Tier I sex offender currently residing in Chillicothe, Ohio. Court records show Schneider was convicted in Belmont County Common Pleas Court on a charge of unlawful sexual conduct with a minor, a fourth-degree felony under Ohio Revised Code 2907.04(A)(B)(1).
The case originated in St. Clairsville in 2020. According to reporting from The Times Leader, Belmont County Sheriff’s deputies discovered Schneider inside a parked vehicle at the Ohio Valley Mall with a 13-year-old girl.
Authorities stated a deputy on patrol around 4 a.m. noticed a vehicle with steamed-up windows parked near the former Sears building and initiated an investigation.
Court documents show Schneider later entered a guilty plea in the case. He was sentenced on July 27, 2020, to 18 months in prison with credit for 146 days already served.
As part of the sentence, Schneider was ordered to register as a Tier I sex offender and was also placed on five years of post-release control.
