Moving to Circleville, Commercial Point, or Ashville does not transfer a car by itself. Ohio wants a title in this state’s system, then plates.
Titles are the clerk of courts at 141 W. Main Street, Circleville, (740) 474-2723. Weekdays 8 a.m. to 4 p.m., Saturdays 8 a.m. to noon. The clerk’s own page has a section for new Ohio residents and for out-of-state vehicles. Bring the out-of-state title, a photo ID, and the odometer information the form asks for. A lien still on the Kentucky or Michigan title has to be handled before you pretend the truck is clear.
Plates and the driver’s license are the BMV after the title exists. The Main Street clerks will say that, because their site says it. People still try to do both in one line. Saturday at the title office is a real advantage. It is not a plate office that happens to be open.
Pumpkin Show week is the exception. The clerk lists the title office closed October 21-24, 2026
