CIRCLEVILLE, Ohio — A Circleville man was arrested after police say a neighborhood dispute escalated into threats involving a firearm and a piece of concrete being thrown at a neighbor.
According to a Circleville Police Department report, officers were dispatched to Kingston Court on the night of September 25 for a reported neighbor dispute. Steven Andrew McKinley Fowler was ultimately arrested on two counts of aggravated menacing and one count of assault.
Police said the confrontation began after children were allegedly hitting a scarecrow decoration and later interfering with vehicles in the area. According to statements documented by officers, Fowler came outside after being told to get his children.
One person told police Fowler allegedly yelled, “I got a gun, I’m going to shoot you.” Another witness reportedly told officers they heard Fowler say he was going to get a gun and would shoot.
The report alleges the argument continued between Fowler and several neighbors. During the confrontation, Fowler is accused of throwing a large piece of concrete across the street, striking a woman in her left foot and leaving a visible mark. Officers reported photographing both her foot and the piece of concrete.
An anonymous witness also told police they saw Fowler throw the concrete and heard the alleged threatening statements, according to the report.
When officers later contacted Fowler, he reportedly denied threatening anyone with a firearm. Fowler told police he owned a gun but said it was not with him during the confrontation and was inside his residence. Officers noted Fowler had cameras on his property.
Police said two individuals reported believing Fowler’s threats of serious physical harm and instructed their children to go inside the residence and remain in a bathroom. Both indicated they wished to pursue charges.
Fowler was arrested and transported to the Pickaway County Jail.
The report also documents follow-up contacts with Fowler’s fiancée, who told police she had video from the incident and statements from herself and a neighbor. An officer reported that two of the submitted videos did not capture the incident, while another showed children running home crying. The materials were uploaded as evidence.
The case was listed by Circleville Police as cleared by adult arrest.
The allegations contained in the police report are accusations. Fowler is presumed innocent unless and until proven guilty in court.
