CIRCLEVILLE, Ohio — Circleville Police say a local man sat for a haircut and beard shave at a downtown shop Thursday, then walked out after telling the barber that “Grandpa will pay it.”
According to a Circleville Police report, Officer Hollaway was sent to a downtown barber shop just after noon on Sept. 10, 2026, on a theft-of-service complaint. Dispatch told the officer that Billy J. Greeno, 63, of Circleville, had left without paying.
Greeno was not found in the area. The officer later spoke with shop staff at the police station on East Franklin Street.
Staff told police Greeno came in for a haircut. After the cut and a beard shave, he was told the total was $30. Greeno replied that “Grandpa will pay it,” repeated the line two or three times, and left, the report states. Staff believed he went south through the alley before Pickaway Street.
Police listed Greeno as homeless in Circleville and charged the $30 service as stolen property under Ohio Revised Code 2913.02, Ohio’s theft statute. That law covers property and services. A person can be accused of theft if they obtain services with purpose to deprive the owner of them, including by leaving without paying. Because the reported value is $30, well under Ohio’s $1,000 felony threshold, a charge of this kind is typically treated as misdemeanor theft if prosecutors file it. Greeno has been accused, not convicted, and the allegations have not been proven in court.
Officer Hollaway wrote that Greeno had not been located at the time of the report and that a warrant would be sought for theft.
Greeno’s name is familiar in Circleville Police blotters. Local news outlets have previously reported arrests of Billy Greeno in other city cases, including a 2022 arson and assault arrest and a 2024 arrest on menacing and ethnic intimidation charges. Those matters are separate from Thursday’s barber shop complaint.
Police say the shop wanted charges filed so it would be clear that walking into a business, receiving a service, and leaving without paying is not free.
