Scioto County Grand Jury indicts 14 on drug, weapons, burglary charges

What’s Going On in Portsmouth?

A local grand jury looked at several cases from January and decided to formally charge 14 people with crimes. The charges are serious and include things like selling drugs, breaking into homes, and violent attacks.

The Most Serious Cases

Shane McGlone, 46

Faces the toughest list of charges. This includes a violent attack (felonious assault), multiple serious drug crimes (including selling and possessing fentanyl-related drugs), illegally having guns, and running from police.

Richard Pennington, 47

Charged with several drug-related offenses, including a specific charge for bringing drugs onto government property.

Major Drug Charges

Justin Everman, 40

Indicted on nine counts. The charges focus on serious drug dealing and possession, including fentanyl-related compounds, having drugs, and having tools used for drugs.

Sarah Turvey, 35

Charged with stealing drugs (on nine counts), having serious drug possession (on nine counts), and simple drug possession.

Jeffrey Logan, 36

Charged with selling a fentanyl-related drug, possessing that drug (two counts), and having criminal tools.

Other Alleged Crimes

Burglary

  • Heather Oiler, 39 and Joshua Mullins, 30 – Both charged with burglary.

Theft & Fraud

  • Jolena Roe, 41 – Charged with stealing from a vulnerable person (two counts), forgery (two counts), and writing bad checks.

More Drug-Related Charges

Several others were indicted for various drug possession and paraphernalia offenses:

  • Mary Howard, 59 and Amanda Adkins, 43 – Cocaine possession.
  • Jonathan Pyles, 44 (Wheelersburg) and Steven Campbell, 30 (South Portsmouth) – Aggravated drug possession.
  • Jesse James McCown, 45 – Possession of a fentanyl-related compound.
  • Aaron Hill, 47 (Huntington, WV) – Aggravated drug possession and having drug paraphernalia.

The Bottom Line

All 14 people must now go through the court system to answer to these charges. The grand jury that reviewed these cases met on February 20, 2026.
