Man Refuses to Comply, Carried by Deputies from Western Avenue Residence

CHILLICOTHE, Ohio — A disorderly complaint on Western Avenue led to the arrest of a man accused of being intoxicated and refusing to comply with deputies, according to a report from the Ross County Sheriff’s Office.

Deputies were dispatched late on March 20, 2026, to a residence on Western Avenue in reference to a disorderly individual. Upon arrival, deputies made contact with a male identified as James Horne, who was reportedly inside the home and exhibiting signs of intoxication.

According to the report, Horne was observed slurring his speech and struggling to maintain his balance. Deputies also noted the presence of multiple alcoholic beverages inside the residence, including beer containers and empty bottles in the kitchen.

The complainant advised that Horne does not reside at the home but had been invited over. She requested that he leave due to his behavior while intoxicated.

Deputies instructed Horne to leave the residence, but he reportedly refused. He was then placed in handcuffs and advised he was under arrest for disorderly intoxication.

The report states that after being handcuffed, Horne became non-compliant and refused to walk. Due to his lack of cooperation, deputies and assisting officers were forced to physically carry him from the residence to a patrol vehicle.

Horne was subsequently transported to the Ross County Jail without further incident.

He was charged with disorderly conduct (intoxication creating risk of harm) and obstructing official business.
