Kentucky Fugitive found in Chillicothe

CHILLICOTHE, Ohio — A traffic stop in the early morning hours of February 20, 2026, resulted in the arrest of a 49-year-old man who authorities say was wanted out of multiple states.

According to a report from the Chillicothe Police Department, officers initiated a traffic stop at approximately 12:17 a.m. near the intersection of Jackson Avenue and Jefferson Avenue after observing two men riding bicycles without taillights.

During the stop, one of the individuals provided identification and was identified as Warren Leeson, 58, of Ohio. The second male reportedly claimed he did not have identification and provided a name and Social Security number that did not return any record through law enforcement databases.

Police made multiple attempts to verify the man’s identity through LEADS and OHLEG systems. The individual allegedly provided inconsistent information, including different names and dates of birth. Officers were unable to locate any record matching the information given.

While officers continued efforts to confirm his identity, the male reportedly became insistent on leaving the scene. He was advised that he was being detained pending identification and that failure to properly identify himself could result in additional charges.

Through further investigation and contact with dispatch, the man was ultimately identified as Romarrow Q. Carter, 49. Authorities confirmed he had active warrants from Kentucky, including one with a nationwide pickup, as well as a warrant out of Michigan. Kentucky authorities advised they would seek full extradition.

According to publicly available records from the Kentucky Online Offender Lookup system, Carter is currently listed as being on probation out of Campbell County, Kentucky, in connection with prior drug-related charges.

He was transported to the Ross County Jail, where he was booked on the charges.
