Great Seal Medical Campus Advances: New Ohio Rule Boosts Cardiac Care in Chillicothe

The Great Seal Medical Campus in Chillicothe continues to advance as a major step forward for rural healthcare in southern Ohio. Cohen Orthopedic highlighted the recent adoption of Ohio Administrative Code Rule 3701-83-19.1, effective February 16, 2026, which allows properly equipped ambulatory surgical facilities to perform diagnostic and certain interventional cardiac catheterization procedures. This regulatory change supports the project’s planned cardiovascular program, aiming to bring advanced heart care closer to residents who previously faced long travel times for such services.

The 47-acre development on River Road in Green Township will include an ambulatory surgical center and medical office building offering urgent care, primary care, orthopedics, cardiology, vascular surgery, general surgery, imaging, and physical therapy. In partnership with the Great Seal Medical Group and ValueHealth, the campus has secured key approvals, including a Joint Economic Development District agreement in October 2025, a Tax Increment Financing deal in early 2026 for infrastructure like roads and utilities, and an Ohio EPA construction stormwater permit in January 2026 valid through April 2028.

As of March 2026, project leaders indicate that all major pre-construction boxes have been checked, with infrastructure work expected to begin soon and groundbreaking imminent. Cohen Orthopedic also signed a letter of intent for a supporting 117-key hotel. The facility is positioned to deliver patient-centered, innovative care to southern Ohio communities.
