BAINBRIDGE, Ohio — Two separate traffic stops conducted by Ross County Sheriff’s Office deputies in the Village of Bainbridge resulted in multiple drug-related charges, arrests, and the recovery of narcotics and drug paraphernalia.
First Traffic Stop – February 11
On February 11, 2026, a Ross County deputy conducted a traffic stop on North Quarry Street near Third Street in Bainbridge after observing a blue Nissan Versa fail to signal a turn and operating without a visible license plate.
During the stop, the deputy encountered the driver, Tucker Fitch, along with passenger Kimberly Rose Lafferty Hickok.
According to the report, Hickok initially refused to provide identification and attempted to exit the vehicle while two dogs inside were acting aggressively toward the deputy. After being ordered to remain in the vehicle, dispatch confirmed Hickok had an active warrant out of Highland County.
During an inventory of the vehicle prior to towing, deputies located a black box inside Hickok’s purse containing a used glass pipe commonly used to smoke narcotics. Further search of a floral zippered wallet revealed:
• Two syringes
• A loaded syringe containing liquid
• A small clear bowl with white powder residue
• Additional glass pipes
The items were seized as evidence.
Hickok was transported to the Ross County Jail on the outstanding warrant and additionally charged with:
• Possession of Drugs
• Possessing Drug Abuse Instruments
• Drug Paraphernalia
The driver, Fitch, was issued citations including Operating a Motor Vehicle Without a Valid License and traffic violations.
The suspected narcotics were submitted to the Ohio Bureau of Criminal Investigation (BCI) for testing.

Second Traffic Stop – February 12
A second traffic stop occurred the following night on February 12, 2026, on US-50 near Lovers Lane in Bainbridge.
A deputy stopped a blue Chevrolet Trailblazer for operating with only one working headlight.
The driver was identified as Jan Chaney, who admitted he did not have a valid driver’s license or insurance.
During the stop, deputies observed suspicious behavior and conducted a search. According to the report, a small clear baggie containing suspected narcotics was located in Chaney’s pocket along with drug paraphernalia.
The passenger, Chelsey Knisley, was also found to have an outstanding arrest warrant.
Both individuals were taken into custody.
Additional suspected narcotics were later discovered during the jail intake process.
Chaney faces multiple charges including:
• Driving Under Suspension
• Possession of Drugs
• Possession of Drug Abuse Instruments
• Drug Paraphernalia
• Illegal Conveyance of Drugs of Abuse into a Detention Facility
Knisley was arrested on her outstanding warrant and also faces drug possession charges related to contraband found in the vehicle.
The seized substances were submitted to BCI for laboratory analysis, and the case remains open pending those results.
