Man Booked in Scioto County on Fugitive From Justice Charge Following State Prison Release Date

SCIOTO COUNTY, Ohio — A man who had been serving a state prison sentence in Ohio was booked into the Scioto County Jail on a fugitive from justice charge shortly before his listed release date.

According to records provided, Columbus Joseph Higgins, 35, was booked in Scioto County on August 7, 2026. The booking information lists a charge of fugitive from justice under Ohio Revised Code 2963.11.

Ohio Department of Rehabilitation and Correction records show Higgins had been incarcerated at the Southern Ohio Correctional Facility on a Fairfield County conviction for illegal conveyance into a detention facility, a third-degree felony.

The state record lists an effective sentence date of April 8, 2024, and a definite prison term of 2½ years, with 59 days of jail-time credit. His expected release/parole eligibility date was listed as August 8, 2026, one day after the Scioto County booking.

ODRC records also indicate Higgins was scheduled to begin a two-year period of supervision through the Chillicothe Adult Parole Authority office upon release.

The available booking information does not identify the jurisdiction seeking Higgins or provide additional details regarding the fugitive charge. Additional court or law-enforcement records would be needed to determine the basis for the hold.

Charges and allegations are not proof of guilt. All defendants are presumed innocent unless and until proven guilty in court.
