A Chillicothe man is facing multiple charges after police say he damaged a vehicle in a downtown parking lot and was later found in possession of suspected drug paraphernalia.
According to a report from the Chillicothe Police Department, officers were dispatched to the area of East Main Street on the morning of June 29 for a criminal mischief complaint involving a damaged vehicle.
When officers arrived, they reportedly found 46-year-old Jason R. Humphries sitting near the scene. Investigators observed damage to the driver’s side window of a GMC Terrain, including shattered glass and a large piece of concrete lying near the vehicle.
The vehicle owner told police she had parked the vehicle earlier in the morning and later returned from a nearby business to discover the damage.
While speaking with Humphries, officers reported that he claimed he damaged the vehicle because he believed he heard a child yelling for help. Police noted that no child was found on scene.
According to the report, officers observed a cigarette pack and lighter next to Humphries. Inside the pack, police allegedly discovered a burnt glass pipe that, based on the officer’s training and experience, was consistent with one used to smoke crack cocaine.
Humphries was taken into custody and charged with:
- Criminal Mischief
- Criminal Trespass
- Drug Paraphernalia
The report states that a large sign posted in the area prohibited trespassing, and officers alleged Humphries had been sitting on the property throughout the investigation.
Jail records show Humphries was booked into the Ross County Jail during the early morning hours of June 29. At the time records were checked, he remained in custody on a drug paraphernalia charge with bond set at $500.
As with all criminal cases, the charges are allegations, and Humphries is presumed innocent unless proven guilty in court.
